Putin isn't a ranking member of Wall Street, that's what prevents him from turning off the gas. It might be political or perhaps he doesn't want to see freezing and starving refugees flooding into Russia?

Otherwise he would simply arrange for the IMF to lend the money to the gas users, who would in turn, send that very same money back to Putin for the gas.

Enriching Putin and placing the users under the yoke of IMF debt and IMF austerity diktat.

That or freeze to death.
