Early reports claimed that the typical SU-25 was not equipped to fly at high altitude, which is true.

However .... some recent model SU-25s were upgraded for for high altitude operation. And as your article notes, even the older ones could be flown at high altitude, providing the pilot donned an oxygen mask.

As you mentioned before, the plane would not have been deployed unless it were capable of performing the mission.

Right, this report shows that based on expert testimony, a SU-25 could have been fitted to do the job and ceiling was not an issue.

Most interesting is the expert view that the debris was inconsistent with a SAM strike since the debris would have been much smaller. There are other good reasons why a Buk strike is implausible under the circumstances, too.
